it is not washington's concern. is the argument going to be these are extremely worthy programs and all the legitimate for washington to be running, but we do not have the money to pay for it? or are we going to gradually add incrementally articulate the new proposition? we are not spending money on this because it is not washington's concern. we would be rebuilding trust in the federal government if they restrain themselves to their fundamental responsibilities. would they do a better job if they were not trying to do way too much? the question i want to propose to our panel, and maybe they have an example, i totally agree that when there is a problem to solve, the incremental steps make more sense. obviously the government is not good. there is an instinctive conservatism on the part of the public. i think there is a natural resistance to this. there are national problems with no appropriate federal solutions. that is something the new congress ought to grapple with. they will begin returning washington to its pop

this morning in the post, if you can find the "washington post," you should read. you should call it up, don't call it up while i'm talking because that would be rude. but today's front-line headline in the "washington post," as a result republicans acknowledgment, the tea party movement, they are going to require every member of congress who introduces a new piece of legislation to read the constitutional authority that he has come or she has, to do it. snorts thurber gets up and says i'm introducing a bill to reduce global warming. and i'm doing it under the following clause of the united states government. now, that may sound like enormous constraints on the ability of congress to introduce new legislation. the simple fact is, and as a matter that i read a blog about early this morning from a guy who teaches at yale law school. the constitution is a fairly elastic docket. you can find in a general authority do a lot. just like the constitution is for the congress, existing legislation is massive in reach, and scope. so a willful president wanting to do what cong
